Abstract:[Purpose] The effective implementation of intangible cultural heritage(ICH) protection policies has long been a priority in China's cultural sector and serves as a crucial support for building a strong cultural nation. [Method] Based on the Smith policy implementation process model, this study examines and analyzes the implementation of China's ICH protection policies, using the national-level ICH project "Han Opera" as a study case. [Result] The research reveals that the implementation of ICH protection policies faces practical obstacles, including an inadequate policy framework, delayed institutional operations, cognitive biases among stakeholders, and significant resistance from the external environment. [Conclusion] To achieve the desired outcomes of ICH protection policies, it is recommended to enhance top-level design and optimize the ICH policy system, strengthen implementation capacity and improve interdepartmental coordination, deepen public understanding and encourage community participation, and foster a supportive environment to refine the policy implementation mechanism.
